NECA National has launched the highly anticipated Energy Conservation and Performance (E-CAP™) toolkit to help contractors capture more energy efficiency and renewable energy projects. Just like an energy service company (ESCO), NECA contractors can now offer performance contracting services by providing customers with flexible financing solutions and performance guarantees. All NECA contractors can access the E-CAP™ tool for free and create personalized accounts for all their project development, financing, and underwriting needs.

Bob Lally
Bob has over 25 years of institutional investment management and business development experience including the development of the $4 billion AFL-CIO Equity Index Fund, serving as the Chief Investment Officer of AEGIS Insurance, managing $12 billion of real estate and other assets as a MetLife Portfolio Manager, and overseeing $75 billion of real estate and other assets as Risk Manager for Delaware Investments. Bob’s background has been key in identifying investors and funding strategies for NECA E-CAP deals and he led the E-CAP Team through the rigorous NECA and the U.S. Department of Energy’s Energy Efficiency Buildings Hub vetting process.

Marshall Haimson
Marshall is a co-founder of E-Capital Development Inc., a financial consulting firm that provides automated underwriting and brokerage services to originate, insure, and finance energy efficiency and alternative energy projects. He has been designing energy and environmental insurance programs for almost 30 years, and has an advanced understanding of the obstacles currently hindering energy project development and the underwriting procedures necessary to resolve them. Marshall is one of a handful of brokers in the U.S. using insurance policies to backstop the guarantees of ESCO’s, energy performance contractors, solar contractors, and energy consultants. Prior to launching his insurance career, he was an exploration geologist for Shell Oil Company.

Jennifer Mefford
Jennifer has over 22 years of business development, marketing and management experience for an array of large, small and mid-sized companies. As Director of Business Development for the Southeastern Michigan Labor Management Cooperation Committee, she is tasked with business development across traditional and new market sectors on behalf of the National Electrical Contractors Association of Southeastern Michigan and the International Brotherhood of Electrical Workers, Local 58.

Ken MacDougall
Ken is the director of business development for the Penn-Del-Jersey Chapter NECA. He graduated from NECA/IBEW Local 380 Apprenticeship Program in 1989 abd joined NECA in 2009 where he develops programs to help NECA Contractors adapt to the changing electrical market. Ken sits Penn State University advisory committees for the Development of Advanced Solar Curriculum, Workforce Training and Development in Smart Grids and Smart Meter, and the Consortium for Building Energy Innovation at the Philadelphia Navy Yard. During his tenure as Business Manager of IBEW Local 380, Ken received national recognition for the innovative business practices he brought to the organized electrical contracting industry, including the NECA/IBEW Code of Excellence Program, Safety Recognition Programs and pro-active industry training for contractors and clients.
